How we calculated this
County scorecards are computed from Good Jobs First subsidy data cross-referenced with state campaign finance records. Donor rates reflect the percentage of subsidy recipients that also appear as campaign contributors. Rankings compare all counties within the state that have subsidy data. Per-household costs use Census ACS household estimates.
